If your per-seat bills are climbing, three moves are worth considering, in order of effort:

Audit the seats. Most businesses pay for seats nobody has used in months. Reclaiming them is free money, though it does not fix the underlying growth curve.
Check which tools actually need to be per-seat. Some vendors offer flat or usage-based tiers that teams never notice. Some jobs are over-served by the expensive tool entirely.
Replace the worst offender with something flat. The strongest candidate is usually a general-purpose tool the whole team uses at a fraction of its capability — paying per seat for a Swiss Army knife when the job needs one good blade.
